Signal Hill sits on a granite ridge separating the Atlantic suburbs from the City Bowl, accessible by a single winding road that climbs from Kloof Nek to a plateau 350 metres above sea level. The site is managed as public open space with no gates, fences or entrance booth, and remains open around the clock. That openness, combined with stretches of the access road lined by dense vegetation and blind corners, has made certain sections vulnerable to opportunistic crime. Reported incidents cluster in three patterns: smash-and-grab thefts from parked cars, muggings of solo visitors in the lower parking bays, and confrontations near the summit parking area after sunset. The South African Police Service and City of Cape Town Law Enforcement conduct sporadic patrols, but coverage is inconsistent and response times from the nearest station can exceed twenty minutes. Vehicle break-ins are the most frequent complaint, with thieves targeting rental cars and any bags, cameras or electronics left on seats. Windows are smashed quickly, often while the owner walks a short distance to a viewpoint. Daylight visits between mid-morning and late afternoon coincide with higher foot traffic from paragliders preparing launches, tour groups and joggers, creating natural surveillance that deters casual criminals. The signal cannon firing at noon draws a predictable crowd, and the presence of commercial paragliding operators at the upper launch sites adds a layer of informal monitoring. Parking near these activity nodes rather than in isolated lower bays reduces risk. Visitors who arrive alone are advised to keep car doors locked while inside the vehicle, to take all belongings when exiting, and to avoid stopping in sections of Signal Hill Road where vegetation blocks sightlines. Evening visits for sunset and the famous Lion's Head silhouette carry higher risk. As natural light fades, the number of visitors drops sharply, patrols become rarer, and the road's isolation becomes pronounced. Muggings have been reported on the descent after dark, with victims describing ambush-style confrontations near the lower switchbacks. The City's official visitor guidance states that criminal activity in the area makes daylight hours the safest window, and that caution should extend to the drive up and down, not only to time spent at the summit.
